What good looks like for UK construction bids in 2026.

The Building Safety Act and PPN 06/21's carbon reduction plan requirement have moved the goalposts on what a compliant construction bid even looks like. If your submission doesn't include a costed carbon reduction plan and a named Building Safety Act competence framework, it's non-compliant before evaluation begins on any contract over £5m.

PAS 91 is quietly being displaced by the Common Assessment Standard on many frameworks. Where a buyer still uses PAS 91, expect them to have added their own supplementary sections — a standing response library is only useful if it's tagged so you can pull the right variant for the right buyer.

Social value maturity has jumped. TOMs measures are now standard on nearly every works framework, and the winning bids commit to specific, addable numbers — apprenticeship starts by month, local SME spend percentage, tonnes of CO2 reduced — with a measurement and reporting cadence that survives contract audit.

Finally, buyers are getting sharper on mobilisation risk. A generic 90-day mobilisation Gantt no longer wins marks. Winning bids show the escalation route when a milestone slips, the named individuals responsible, and the buyer-side dependency they need cleared to hit each date.
