Why UK public sector bidding needs its own RFP software
Almost every "top RFP software" list on the open web is written for US B2B sales teams — security questionnaires, DDQs, and enterprise vendor selection. UK public sector procurement runs on a different rulebook. Since February 2025 the Procurement Act 2023 has replaced the PCR 2015 regime; notices flow through the Central Digital Platform ( Find a Tender and Contracts Finder), and every bid has to withstand the transparency, exclusion and debarment provisions the Act now enforces — an area where BidComplete and AutoGenAI take very different approaches.
Layered on top of that are Procurement Policy Notes — most importantly PPN 03/24 on the responsible use of AI in tendering, PPN 09/23 on carbon reduction, and the Social Value Model with its TOMs framework and mandatory 10% weighting on most central government tenders (see how the two platforms handle social value scoring). A tool that can't reason about these is not really "UK RFP software"; it's a US content library with a Union Jack sticker.
What to look for in 2026
When we tested tools against real live PQQ / SQ, ITT and framework mini-competition documents from CCS, YPO, NHS SBS, ESPO and Crown Commercial, five capabilities separated the credible options from the rest:
- Automatic compliance matrix. The tool ingests the ITT and pulls out every requirement, weighting, word limit and mandatory / desirable flag — so nothing quietly slips past on submission day.
- PPN 03/24-aware drafting. AI generation, disclosure controls, and audit trails that match what central government buyers now expect to see referenced in your Responsible AI statement.
- Social value scoring. Explicit support for the TOMs framework and the 10% weighting; not just a generic "sustainability question" template.
- Evidence provenance. Every drafted answer linked back to the past bid, case study or certification it draws from — auditable in a way generic AI chat is not.
- Bid marking / score prediction. Live scoring against the buyer's rubric so writers know when a section is submission-ready, and reviewers can see the point delta after each edit.
The 2026 shortlist
BidComplete
UK-first AI bid platform for public sector tenders
Best for: SMEs and mid-market suppliers bidding into central government, NHS, and local authority frameworks.

- Social value scoring against the TOMs framework

AutoGenAI
Enterprise AI bid generation, UK-headquartered
Best for: Large, multi-BU bid functions with a mature content library and central bid team.
Strengths
- Deep enterprise governance and reviewer workflow
- Custom LLM fine-tuning on your content
- Strong presence with UK defence, consulting and services groups
Watch-outs
- Priced for enterprise — usually out of reach for SMEs
- Onboarding-heavy; time-to-first-bid is longer than lightweight drafting tools

Loopio
Response management platform (Canada / US)
Best for: B2B software vendors handling security questionnaires and vendor DDQs at scale.
Strengths
- Mature answer library and reviewer workflow
- Strong integrations with Salesforce and Slack

Enterprise response management
Best for: Large SaaS and services vendors with global RFP volume.
Strengths
- Deep content management and analytics
- Broad CRM / collaboration integrations
- AI Assistant for draft generation on top of an existing content library

The Bid Writer
AI-assisted UK bid drafting
Best for: Individual bid writers and micro-agencies producing high volumes of first drafts.

Best for: Teams that want outcomes over software — outsourced writing with a workflow layer.
Strengths
- Human bid writers with public sector experience
- Blended service + software model
Watch-outs
- Priced as a service, not per seat — hard to compare like-for-like against SaaS
- Less ownership of the resulting answer library over time

Qvidian (Upland)
Legacy proposal automation
Best for: Existing Upland customers with an entrenched content library.
Strengths
- Long-standing enterprise proposal automation

Matching a tool to your bid team
Individual bid writers and micro-agencies
Stay on a lightweight AI drafting tool with a free or single-seat starter tier. You need speed on method statements and social value narratives more than you need governance. BidComplete (free tier), mytender.io and The Bid Writer are the credible options.
3–15 person bid teams inside SMEs and mid-market suppliers
Choose a UK-native platform with a compliance matrix, answer library, evidence links and reviewer workflow, plus something like AI bid marking to compress the review cycle. BidComplete sits squarely in this band; smaller shops sometimes pair a drafter with SharePoint.
Enterprise bid functions and consultancies
If you're producing 20+ bids per month with 5+ contributors per bid, the value of governance, content-library depth and integrations with Salesforce / MS Dynamics catches up with the incremental cost of AutoGenAI, Loopio or Responsive. Push hard on UK data residency, PPN 03/24 disclosure and social value support during procurement — that's where enterprise incumbents most often fall short.
UK public-sector glossary — quick reference
Every term below is worth checking against your shortlist. If a vendor can't explain how their tool handles all of them, they're not really UK-first.
- SQ / PQQ — Selection Questionnaire / Pre-Qualification Questionnaire (see the PQQ/SQ automation comparison).
- ITT / ITN — Invitation to Tender / Invitation to Negotiate (compare ITT response generation).
- FTS — Find a Tender Service; the successor to OJEU notices in the UK.
- PPN 03/24 — Procurement Policy Note on responsible use of AI in tendering.
- PPN 09/23 — Carbon Reduction Plan requirements for central government suppliers.
- Social Value Model / TOMs — mandatory scoring framework, minimum 10% weighting (see how each platform scores social value).
- Framework agreement / DPS — pre-qualified supplier arrangements; call-offs via mini-competitions (compare framework call-off handling).
- Cyber Essentials / Cyber Essentials Plus — baseline security requirements for public sector suppliers.
- OCDS — Open Contracting Data Standard; the format used by Find a Tender and Contracts Finder (also see Find a Tender ingestion).
Our take
For most UK bid teams in 2026, the honest recommendation is: start with a UK-native AI drafter that understands PPN 03/24 and TOMs (that's the segment BidComplete was built for), and only reach for a full US-style response-management platform when your bid volume, headcount and content-governance burden actually justify the total cost of ownership. Buying a Loopio-class tool for a five-person UK bid team is a common way to burn £40k and still miss the compliance matrix on submission day.
